This accusation was made in statements to Inforpress, stating that the leader of the MpD bench (situation) is not “fulfilling” her obligations, while supervisor of the municipality, including not scheduling mandatory and ordinary meetings until this date.
According to João Coelho, deputy on the PAICV bench, this situation is nothing more than a “collusion”, because they are having a deliberative body that is being subject to the “whim” of an executive body, considering that they are still walking in “contrary”.
In this sense, he questioned why the November meeting had not been held until now, which in the regulations has already been changed to September, whose objective is to discuss the approval of the activity plan and budget for the following year, that is, 2024.
“As we know, today is January 5, 2024 and we still have no sign that the session will be held, other than a publication on social media by João Paulo, former vice-president of the Municipal Assembly, about a meeting with the president of the chamber, but, however, nothing official”, he stressed.
The PAICV municipal deputies stated that the excuses for not holding the meetings are always the same, however they questioned whether there were no technicians in the previous months how it was possible to only appear in January.
They also highlighted that the Municipal Assembly has been stating that the municipality did not hand over the document to them, but, according to them, the statute is very clear and the assembly is in charge of the chamber, not the other way around. “And at this moment we have the municipality giving the orders and the assembly obeying”, he added.
“Delays on the part of the Brava City Council in holding ordinary sessions of the assembly have been common, we can say that in this mandate the municipality has never managed to hold a session on the date stipulated by law”, he assured.
However, the same source highlighted that Law 134/IV/95 – Statute of Municipalities of 01/10/1995, as amended by Law 147/IV/95 (amendment of the Statute of Municipalities), article 69, 70 and 75 determines that It is “exclusively” the president’s responsibility to call ordinary meetings and which by law imposes a minimum of three sessions per year, in February, April and November of each year.
Faced with this situation, the PAICV bench asks for a much more “convincing” explanation since, according to them, several municipalities larger than Brava have already held the meeting and not yet in the municipality.
“For us it is completely inoperative, the Brava City Council does not have the capacity to work and the employees are not interested in working and therefore, they are making lame excuses” they concluded.
