CHAMBER OF FRANCISCO TAVARES DIPPED IN DEBT – THE MOST INDEBTED, ILLEGAL AND MOST TROUBLED MANAGEMENT IN THE HISTORY OF BRAVA, WHICH MAY EVEN BE CRIMINAL

PAICV/Brava comes to denounce what it considers to be a CRIME of Harmful Management by the Chamber managed by Francisco Tavares.

And there is no doubt, this is the worst management ever by the Municipality of Brava, just look at the amount of debts already in excess of 114 million escudos, being the most indebted management in the history of Brava.

And here we present THE EVIDENCE!

.

Worst of all is that there are no investments and there are no jobs, but there is a huge debt that is not justified for such a small town hall and with a lot of poverty. AND MORE SERIOUSLY, not even documents are kept in the Chamber, everything is hidden even from the inspectors!

And that is exactly what public entities confirm, that this management is illegal and gives clear signs that it may be criminal.

.

According to the report by ARAP – Regulatory Agency for Public Acquisitions, this council management has never carried out a single public tender legally and there are no documents to prove any act of public acquisition (see attached photos).

.

In the conclusions of this report, the inspectors inform that there are:

-Inexistence of the annual acquisition plan;

-The procurement procedures were dispersed and not properly organized;

- No document was found that expresses the decision to hire;

- The procedural documents were not identified, namely the tender program and the Terms of Reference;

- Contract forms were not made public on the public procurement portal;

- There is no record that the minutes of the public opening of tenders were drawn up;

- The preliminary report document for the evaluation of the proposals was not located;

- The final evaluation report of the proposals was not located;

- The declaration of non-existence of impediment of the successful tenderer was not identified;

- No document proving ownership or necessary authorizations for the performance of the contract's benefits was identified in the procedure file;

In other words, the inspection concludes that we have an AMATEUR president who understands nothing about management. AND MORE SERIOUSLY, after the chamber (in the person of Francisco Tavares) was notified to respond, SHE STAYED QUIET (see photo attached), accepting Francisco Tavares each of these SHAMEFUL conclusions for his management.

That is ABSOLUTE ILLEGALITY!

That is why the management of Francisco Tavares is disastrous, so it is time for a change to save Brava.

The people of Brava need this change, only then can we have a DJABRABA DI NOS TUDO!
