Brava City Council Opens Public Tender for Concession of Municipal Esplanade - Praça Eugénio Tavares
The Brava Municipal Council (CMB) has announced the opening of a public tender for the concession to operate the Municipal Esplanade, located in Praça Eugénio Tavares, in Nova Sintra. The aim of the concession is to allow the installation of a restaurant, bar and cultural events, with the aim of making the area more dynamic and providing new leisure options for the population and tourists.
Award Criteria
The selection process for the Municipal Esplanade concession will be conducted on the basis of three main criteria:
- Technical quality of the proposal: Proposals must demonstrate the viability and technical capacity of the bidder to exploit the space, including infrastructure and operational aspects.
- Experience of the bidder: The background and previous experience of bidders in the catering, events and public space management sectors will be assessed.
- Best price proposed: The value of the proposal will also be taken into account, with the aim of ensuring the best value for money for the municipality and its citizens.
Timeframes and Procedures
Those interested in taking part in the tender must submit their bids by March 14, 2025, at 16:00, at the Brava Town Hall. The public opening of the tenders will take place on March 17, 2025, at 11:00 a.m., in the Great Hall of the CMB. This event will be open to the public, allowing the process to be transparent.

The Tender Specifications, which contain all the detailed information about the tender, will be available for consultation at Brava Town Hall, in the Mayor's Office. Legal Framework
This public tender is regulated by Law no. 134/IV/95, of July 3, which approves the Statute of Cape Verde Municipalities and establishes guidelines for the organization and operation of municipalities. In addition, the legislation of the Civil Code of Cape Verde will be applied, with regard to the property and contractual rules applicable to concessions and leases of municipal property. The process will also follow the general principles of the Public Procurement Code, guaranteeing transparency, competition, equality and impartiality in the selection of the winner.
