MP João José Delgado points out flaws in the Brava Municipal Council's budget and denounces numerical discrepancies and injustices towards some of the council's employees

MpD MP João José Delgado expressed strong concern about the Brava Municipal Budget for 2025 during the Municipal Assembly. According to the MP, the budget presents "discrepancies and inconsistencies" that require urgent correction.

According to Delgado, contrary to some reports, the Municipal Assembly was not suspended. All the items on the agenda were dealt with and approved unanimously. However, the vote on the 2025 budget was suspended at the request of the MpD caucus, due to "serious miscalculations in several items".

One of the most critical points raised by Mr Delgado concerns the exclusion of 78 employees of the Brava Municipal Council (CMB) from the implementation of the Positions, Functions and Remuneration Plan (PCFR). According to the MP, these employees, who include sweepers, gardeners and stonemasons, receive a salary of 17,000 escudos, below the minimum wage of 19,000 escudos approved by the Cape Verde government.

Delgado pointed out that the government has been increasing the CMB's Financing Fund by around 1,200 escudos a month since January, precisely to apply the minimum wage and the PCFR.

However, the council's team claims that the CMB has a lot of debts, which the MP considers contradictory, since the council has already planned to hire three people for the CMB president's office, with high salaries (more than 110 contos a month for two and 45 contos for a driver, who can reach 67 contos because he is considered a special staff member). Delgado questions the priority of these hirings, especially when there are employees with salaries below the minimum.

As proposals, during the session the MpD put forward that all 210 employees should be included in the PCFR, the miscalculations in the budget should be corrected, a proposal should be presented to the Municipal Assembly to include all employees in the framework, as required by law, and another session should be held to analyze and vote on the corrected budget.

Delgado recalled that, during the MpD's mandate with Francisco Tavares, there had never been similar hirings in the Mayor's office and all the staff had equal benefits. The MpD has always defended the interests of the people and of Brava, and there have never been cases of "political payments to party leaders".

For this MP, The MpD is keeping a close eye on how this situation unfolds and asks all Bravenses to follow the matter closely.

The Brava City Council proposed the integration of 132 employees into the workforce, without explaining the selection criteria and without presenting the proposal to the Municipal Assembly for approval, as required by the regulations. In addition, the remaining 78 employees were excluded from the staff, without justification for this discrimination.

The MpD reaffirms that all employees have the same right to be integrated into the staff and to receive the minimum salary of 19,000 escudos, without discrimination. The party argues that if there are no resources to guarantee the minimum wage to all civil servants, there should also be no resources to increase the salaries of the president's office.
