“In this moment of mourning and sadness for the passing of the Deputy Minister of the Prime Minister for Regional Integration, Dr. Júlio Herbert, the Government decrees two days of National Mourning, 22 and 23 October”, it reads.
In the same publication, the prime minister considers it a fair tribute to declare these two days of official mourning, taking into account the career of Júlio Herbert and “the efforts made in the process of political, economic, social and cultural affirmation of Cape Verde, mainly on our continent”.
The Prime Minister's Deputy Minister for Regional Integration was found dead late Monday afternoon in his office at the Government Palace.
After medical-legal expertise, the body of Júlio Herbert, 65 years old, was transferred to the morgue at around 9:30 pm.
Júlio Herbert, 65 years old, graduated in Diplomacy from the Rio Branco Institute, in Brasília, and in Law, from the Faculty of Law of the University of Lisbon. He was Advisor to the President of the Republic, Jorge Carlos Fonseca, and Political and Diplomatic Advisor to the current Prime Minister, Ulisses Correia e Silva. His extensive curriculum also includes passage through the Community of Portuguese Speaking Countries where he was Political-Diplomatic Advisor, was Deputy Consul General at the Consulate General of Cape Verde in Boston (USA) and worked as Political Advisor to the Minister of Foreign Affairs, Cooperation and Communities - Director General of the Center for Studies and Strategies, among various other positions.
