Macau Legend who, under the leadership of Chinese billionaire David Chow, seated in the photo, signed an agreement in 2015 with the government of Cape Verde for the construction of a large tourist resort on Gamboa beach and Santa Maria islet for 250 million euros which included hotel and casino.

The first stone of the project was laid in February 2016 and according to the construction plan, the works should be completed in 3 years (2019).

7 years have passed and there is no sign of a casino and hotel. The only visible marks of the megalomaniac project are the office façade and a bridge that connects Chã de Areia to “Djeu di Praia”.

The works are, in fact, at a standstill and the delay in execution has already exasperated the Cape Verdean government, which, according to TDM Canal Macau, has threatened to file lawsuits against the Chinese company Macau Legend.

According to the same source, the government of Cape Verde asked the Chinese group several times for a deadline for carrying out the work, but without a response.

The last letter from the government is dated January 18 of this year and gave Macau Legend seven days to respond or submit to the “activation of legal actions and conventional mechanisms defined by the judicial instruments that apply in relations between Cape Verde and the promoter (Macao Legend)“.

Faced with this “ultimatum” the Chinese responded, justifying the delay with the Chinese year holiday and promising to respond “as soon as possible”.

TENSE RELATIONS BETWEEN GOVERNMENT AND CHOW

The Chinese businessman who, in 2018, had also been decorated by the Cape Verdean government with the medal of tourist merit “for his contribution to the country's economic development” is apparently also “not at all satisfied” with the way his investment is being treated in Cape Green.

According to the newspaper A Nação, on January 18, Chow also sent a letter to the government of Cape Verde asking for his resignation as consul of Cape Verde in Macau. The news has also reached the ears of the Chinese guru that there is a new investor also building a tourist resort on Gamboa beach.
