A petition launched by a Cape Verdean residing in the diaspora, calling for the removal of the statue of Diogo Gomes and its replacement by another of Amílcar Cabral, was analyzed today by a specialized commission in Parliament.

This petition, among other bills analyzed by the Specialized Committee on Constitutional Affairs, Human Rights, Security and State Reform, is an initiative of a Cape Verdean emigrant who proposes the removal of the statue of Diogo Gomes in Praia and proposes that the be replaced by that of Amílcar Cabral.

For the president of the 1st Specialized Commission on Constitutional Affairs, Human Rights, Security and State Reform, Carmem Martins, the first commission does not have a list of subscribers, but a single subscription, therefore the document lacks a set of requirements for it to be able to fulfill the requirements before its possible discussion in plenary of the National Assembly.

“We often follow the debate on this subject in other countries, but in a concerted way. Here, if the formal questions imposed on petitions for their discussion were met, we could thus be experiencing identical moments, but I cannot anticipate this debate. This petition for the removal of the statue of Diogo Gomes also reached our committee and this is explained in the petition that we analyzed”, he stressed.

At this meeting, the draft laws that classify the Portuguese language as intangible cultural heritage of Cape Verde and another that establishes the pension and guarantees rights to the military of the first incorporation of 1975, as well as the petition for more and better justice in Cape Verde were also discussed. “We analyzed draft laws that will and will not be debated and there are those that we issue an opinion, are not proposed for the agenda, but there are also those that we have not been analyzing that are proposed for the agenda”, explained the president of the 1st Commission.

The same source also assured that the projects that will be debated in general contain a diploma that includes three moments of voting and discussion.

“There is a first moment that will be in general and then it returns to the specialty, in the commission. Usually, in exceptional cases, it is debated in plenary and then returned to plenary for the final global vote on the diploma”, he clarified.

The draft laws and petitions of the Specialized Committee on Constitutional Affairs, Human Rights, Security and State Reform are the initiative of deputies and parliamentary groups.
