At CPLP level, the only country that was not partial was Cape Verde. At ECOWAS level, Cape Verde was also the only one that was not partial, because all the other countries present that voted in favor were partial.

The questions that should be asked to Cape Verde were the following: what does the humanitarian pause to assist Palestinian civilians with food, water, medical assistance and medicine have to do with condemning the acts of Hamas?
Do Palestinian civilians have to pay for Hamas' actions?
Should your humanitarian assistance be conditioned on condemning Hamas' actions?
Had Cape Verde asked these questions to itself, perhaps it would not have chosen the path of indifference.
Now, doesn't Cape Verde know that the application of international humanitarian law does not depend on whether or not the acts perpetrated by Hamas are condemned?
Does Cape Verde not know that depriving the entire population of food, water and medicine is a war crime and a violation of international humanitarian law?
There are times when the best thing to do is to remain silent, at least you would benefit from the doubt.
