The State of Cape Verde needs profound reforms - Orlando Dias
We need better democracy and active citizen participation, we need to involve everyone in the process of economic development and social progress, qualifying the democratic process and making institutional representation more transparent.
I advocate profound legislative changes, namely:
- Allow the participation of independent groups in legislative elections, as already happens in local elections, giving expression to the growing political-social trend of voters who do not identify with the current political parties;
- Instead of the current appointment by government recommendation, election by the National Assembly of the president and judges of the Court of Auditors, as well as the Attorney General of the Republic, emphasizing the independence of the bodies and removing (legitimate) suspicions of bias.
- Strengthening the powers of the National Assembly, reinforcing the representation powers of deputies and aligning Parliament with the republican principles of the great house of democracy.
- At the level of the internal organization of political parties, strengthening the powers of collegiate bodies and shared leadership, preventing power from being concentrated in a single person.
In order for these measures to be implemented, it is necessary to review the Constitution of the Republic, the Electoral Code, the Statute of Municipalities and approve new legislation.
