Three of the four municipalities of the Fogo-Brava Municipalities Association do not recognize Nuías Silva as president

The president of the Regional Political Commission of MpD-Fogo, Filipe Santos, said today, in São Filipe, that three of the four municipalities that make up the Association of Municipalities of Fogo and Brava do not recognize Nuías Silva as president of this association.

During a press conference, the president of the CPR of the MpD and national deputy, Filipe Santos, denounced the expiry of the term of office of the president of the Association of Municipalities of Fogo and Brava, a position he has held for several years.

"It is unacceptable that he refuses to cede power and comply with the association's statutes, ignoring the rotating practice of passing the presidency to other municipalities", said Filipe Santos, qualifying such behavior as "selfish and opportunistic" which cannot be tolerated.

In the words of the same, the other municipalities of Fogo and Brava, namely Santa Catarina, Mosteiros and Brava, do not recognize Nuías Silva as president of the association and according to Filipe Santos, “they threaten to leave if he (Nuías Silva) continues to insist on staying in power ”.

For the Movement for Democracy, the Fogo/Brava Region deserves “true leadership, committed to the development and construction of a prosperous future for all”.

The Association of the Municipalities of Fogo and Brava was created in 1999 and its statute was published in Official Bulletin nº 8 II Series on February 22, 1999.

Article 17 of the statutes referring to the presidency of the Association, stipulated in its paragraph 1 that “During the subsequent term of the municipal general elections, the presidents of the Chambers of the Associated Municipalities will be successively appointed, by the Directing Council, for president of the AMFB for a period corresponding to one-third of the mandate of intermunicipal bodies”.

In its paragraph 2 it refers that “at the request of the Directive Council, the Intermunicipal Assembly decides on the order in which the mayors of the chambers should assume the Presidency of the Association”.

In 2019 (July) the Fogo-Brava Intermunicipal Assembly approved the first amendment to the statutes of the Association of the Municipalities of Fogo and Brava, which, however, was not published in the Official Bulletin.

The alteration introduced, in the chapter of the presidency of the association, did not bring major changes and the article 15º (amended statutes), in its nº 1 highlights that “During the mandate subsequent to the municipal general elections, the presidents of the Chambers of the Associated Municipalities will be successively appointed by the Board of Directors for President of the Association for a period corresponding to a quarter of the mandate of the intermunicipal bodies”.

Its paragraph 2 underscores that “the Intermunicipal Assembly deliberates, on the proposal of the Directive Council, on the order in which the mayors of the municipal chambers should assume the Presidency of the AMFB”.

Both the initial statute published in the Official Bulletin in February 1999 and the July 2019 amendments, which were not published in the Official Bulletin, are not clear on the question of the rotation of the presidency, namely whether it is done automatically or through nomination or election.
